As a cyclist I concur, solely for the reason that no one gets prosecuted unless a severe amount of booze or drugs are involved, and even then the sentence will be involuntary manslaughter, you’ll be out of prison faster than the kid with a pocket full of weed.

Can confirm. Lady T boned me while I was biking three years ago. Did a ton of damage. She was on the phone distracted. No ticket or anything for her. Took her to court, jury found me to be at fault even though she admitted to smashing into me.
